Sorry to tell you, but budget and Seattle don’t go together, unless you want a hotel in some of the redneck areas. Even then, it’s a rip off.
The Sorrento Hotel, on First Hill directly above downtown Seattle, is an grand, old, ROMANTIC hotel that often scores 4-5 stars in the travel guides. I did some checking through Expedia and TripAdvisor and entered some sample Friday and Saturday rates. Expedia quoted a price of $149 a night, which is about $120 lower than I could find for the Edgewater which is also 5-star, romantic, and sits on top of Elliot Bay. If you can afford $149 for one special night, I would think the Sorrento would be worth it.
If you can’t go that high, why not use TripAdvisor.com to see what other people have to say about other Seattle hotels, and get corresponing rates for those hotels on the night you have in mind?
While you are at it, thought may want to know about free things to do in seattle. And there are lot of them. Here are few. And some of them are indeed very romantic places.
